Russia sees merit in the advice against use of force in Ukraine which US National Security Adviser Susan Rice voiced, but believes it was wrongly directed towards Moscow. Washington would be a more appropriate recipient of the piece of wisdom.


“We have noted the expert assessment of Susan Rice based on multiple cases when American troops were sent to various places of the word, especially those where the US administration believed the norms of Western democracy were in danger, or where the local regimes were getting out of hand,” a Russian Foreign Ministry source told news agencies on Monday.


The source added that, “We expect that national security adviser would be giving to the US leadership the same advice on the mistaken path of the use of force if it decides to conduct a new intervention.”

Rice did not elaborate on why she believed Moscow would even consider using military force to help Yanukovich. During the three months of confrontation in Ukraine, Western officials flocked to the country in support of the opposition crowd. Russia, meanwhile, distanced itself from the situation and only criticized the West for what Moscow considered blatant meddling in Ukraine's internal affairs.


“The position of some of our Western partners doesn’t show genuine concern, but a desire to act out of geopolitical self-interest,” said a statement on the Russian foreign ministry’s website.


Following the ouster of President Yanukovich, Moscow has not changed its stance nor voiced any support for him. It only criticized the opposition for not keeping its word and breaking a West-sponsored reconciliation agreement, which it signed with Yanukovich.


Moscow wants to see somebody in Kiev who would have the authority and power to implement whatever agreements the countries may negotiate, Russian Prime Minister Dmitry Medvedev stressed on Monday.


“Frankly, the legitimacy of many governmental bodies is in doubt there,” he said. “Treating masked men armed with Kalashnikov rifles, who are now circling Kiev, as a government – we would find it difficult working with such a government.”

Since the collapse of the Soviet Union and the establishment of new Russia, it has fought just one war with a foreign power. In 2008, Russian tanks were sent to Georgia, after the latter tried to use military force to seize control over its breakaway region of South Ossetia. Russia justified its actions by the death of Russian peacekeepers who were stationed in Georgia under a UN mandate with the brief not to allow military action between Georgians and Ossetians, and who were killed by the advancing Georgian troops.


Russia also used its military in its own territory in the Republic of Chechnya, which went from a nationalist uprising to forming a de facto independent government to transforming into a hotbed of banditry and terrorism, spilling violence into neighboring Russian regions. Moscow eventually took Chechnya back under its control through alliances with some local militant factions and by offering generous rebuilding funding in exchange for assurances of security and loyalty.

In 1991, when the USSR ceased to exist, the US conducted a war against Saddam Hussein's Iraq. Since then America has fought four major wars against foreign nations, including the bombing campaign in Yugoslavia, the invasions of Afghanistan and Iraq (for the second time), and the bombing campaign in Libya. It stopped short of starting a fifth war against Syria in 2013, a move which was prevented in large part by the mediation of Russia, which convinced the Syrian government to relinquish its chemical weapons.


Washington justifies its interventions on humanitarian reasons and the obligation to depose repressive governments. Such obligations however, do not seem to apply to countries which have a poor human rights record, like Saudi Arabia, but remain American allies.

一部の国が現勢力を国家として承認することについては「常軌を逸している」と述べた。


ロシア国内の通信各社報道によると、メドベージェフ氏は「現地で何が起こっているのかが理解できない。われわれの国益や、国民の生命への脅威が確実に存在する」と表明。「現地で現在機能する各権力機関の正当性に大きな疑問がある」と述べた。

また、ロシアとウクライナのガス協定延長については、ウクライナ国内の企業と新政権の間で協議が必要との考えを示した。


インタファクス通信によると、メドベージェフ氏は「法的拘束力があるこれら協定は履行される必要がある。われわれは、個人や特定の人物を相手にしていない。これは、国家間関係(の問題)だ」と述べた。

Last week Ukraine saw its worst violence since the break-up of the Soviet Union over 20 years ago.


Protesters occupying the main square in the capitol city, Kiev, clashed with police leaving many protesters and police dead and many more wounded. It is an ongoing tragedy and it looks like there is no end in sight.

The current conflict stems from a divide between western Ukraine, which seeks a closer association with the European Union, and the eastern part of the country, which has closer historic ties to Russia.

The usual interventionists in the US have long meddled in the internal affairs of Ukraine. In 2004 it was US government money that helped finance the Orange Revolution, as US-funded NGOs favoring one political group over the other were able to change the regime. These same people have not given up on Ukraine. They keep pushing their own agenda for Ukraine behind the scenes, even as they ridicule anyone who claims US involvement.


A recent leaked telephone conversation between two senior government officials made it clear that not only was the US involved in the Ukrainian unrest, the US was actually seeking to determine who should make up the next Ukrainian government!


Senator John McCain, who has made several trips to Ukraine recently to meet with the opposition, wrote last week that the US must stand up to support the territorial integrity of Ukraine, including Crimea.


Why are US government officials so eager to tell the Ukrainians what they should do? Has anyone bothered to ask the Ukrainians? What if might help alleviate the ongoing violence and bloodshed, if the Ukrainians decided to re-make the country as a looser confederation of regions rather than one tightly controlled by a central government? Perhaps Ukraine engaged in peaceful trade with countries both to the west and east would benefit all sides. But outside powers seem to be fighting a proxy war, with Ukraine suffering the most because of it.

If you asked most Americans how they feel, my bet is that you would discover they are sick and tired of the US government getting involved in every crisis that arises. Certainly the American people want none of of this intervention in Ukraine. They understand, as recent polls have shown, that our interventionist foreign policy is only creating more enemies overseas. And they also understand that we are out of money. We could not afford to be the policemen of world even if we wanted to be.


And I bet if we asked the Ukrainians, a vast majority of them would prefer that the US ― and Russia and the European Union ― stay out their affairs and respect their sovereignty. Is it so difficult to understand why people resent being lectured and bribed by foreign governments? All we need to do is put ourselves in the place of the Ukrainians and ask ourselves how we would feel if we were in the middle of a tug-of-war between a very strong Canada on one side and a very strong Mexico on the other. We would resent it as well. So let’s keep our hands off of Ukraine and let them solve their own problems!

コロボフ財務相代理は声明で、「ここ2日間でわれわれは欧州連合(EU)や米国の大使、その他の諸国や金融機関とウクライナへの緊急金融支援について協議してきた」と言明。


同相は、国際援助会議にはEU、米国と国際通貨基金IMF)の代表が出席するべきとの立場を示した。

トゥルチノフ大統領代行は前日の演説でウクライナ経済が「どん底に沈もうとしている、デフォルト手前の状態だ」と警告した。


ただ、ゴールドマン・サックスはリサーチノートで、「短期的には、西側諸国からの支援がクレジット・イベントを防ぐのに十分な額である公算が大きい」と指摘した。

ロシア政府は、この取り決めにしたがって30億ドル分の債券をウクライナから購入していますが、今回の政変を受けて23日、残りの120億ドルの支援についてはウクライナの政情が安定するまで凍結すると発表しました。
新しい政権への移行を進めるなかでトゥルチノフ大統領代行は、ウクライナの財政状況について23日、「財政破綻の寸前だ」と述べ、大規模な支援が受けられない場合、財政破綻に陥るおそれがあるという認識を示しました。
また、コロボフ財務相代行も24日、「今後2年間でおよそ350億ドルの支援が必要だ」と訴えました。
EU=ヨーロッパ連合への統合を目指す野党勢力が主導する議会が新しい政権への移行を目指すウクライナに対し、EUが金融支援を検討する一方、ロシアが支援の凍結を表明するなど、金融支援を巡ってもロシアとEUとの駆け引きが活発になっています。

米 国務副長官をウクライナへ派遣 NHKニュース

アメリ国務省は24日、バーンズ副長官が25日から26日にかけてウクライナの首都キエフを訪問し、トゥルチノフ大統領代行らと会談すると発表しました。
今回の訪問でバーンズ副長官は、ウクライナの政権移行を後押しし、5月に予定されている大統領選挙が公正に行われるよう促すほか、アメリ財務省の担当者らも帯同し、ウクライナの経済立て直しに向けた支援をしていく方針を伝えることにしています。
ウクライナ情勢を巡っては、ロシアがヤヌコービッチ政権に約束していた財政支援の見送りを表明するなど、EU=ヨーロッパ連合との関係強化を目指すトゥルチノフ大統領代行らに揺さぶりをかけており、アメリカは警戒を強めています。
アメリカとしては、バーンズ副長官を派遣することでトゥルチノフ大統領代行らによる政権移行に向けた動きへの支持を強調し、ロシアをけん制するねらいもあるものとみられます。

 ウクライナのセルゲイエ国連大使は24日、ニューヨークの国連本部で記者会見し、「ウクライナの経済財政や社会の状況を変革するため、欧州連合(EU)の支援が必要だ」と語り、EUとの関係強化に期待を示した。


 セルゲイエフ大使は「EU加盟は(国民から)幅広く支持されており、意見の衝突はないと確信している」との見方を示した。「EUとは良きパートナー、ロシアとは良き隣人でありたい」とも述べ、ロシアとの「互恵関係」も必要だとした。


 崩壊したヤヌコビッチ政権については「人民の声を聞こうとしなかった。邸宅に並んでいた高級車は、(同氏が)庶民の貧困を気にも掛けていなかったことを示している」と批判。同氏の居場所を問われると「分からない。彼は責任を放棄して消え去った」と突き放した。

 1年前、2012年の年末に総理に返り咲いた安倍首相は、第1次安倍政権で“お友達内閣”と批判された反省を生かし、党内オールスターで組閣。側近たちも足を引っ張らないように主張を抑え、静かにしていた。


 ところが、都知事選に大勝したことで、側近たちが暴走しはじめている。

 外に敵がいなくなったからか、側近間の対立が抜き差しならなくなっているという。第1次安倍政権の時は、手柄争いが激しくなり収拾がつかなくなった。今回は“傍流派”による“主流派”の追い落としが内紛の原因らしい。


「これまで安倍政権は、人事から国会運営まで、首相の信頼が厚い菅義偉官房長官がひとりで仕切ってきた。現実的な菅さんは、安倍政権を長期政権にするためには<経済に集中すべきだ>と主張し、首相の靖国参拝にも<いまはタイミングではない>と反対していた。首相の“お友達”が勝手なことをやらないように睨みも利かせてきた。衛藤晟一首相補佐官の暴言も、すぐに撤回させている。でも、首相と同じく“極右思想”を持つ新藤義孝総務相衛藤晟一補佐官といった“お友達”は、それが気に食わない。<官房長官は総理のやりたいことを邪魔している><なぜ、自分たちより重用されるのか>と不満タラタラ。菅さんが実力をつけすぎることも警戒しているようです」(政界関係者)


 傍流派は、国会閉会後の7月人事で菅官房長官を閣内から追放し、ほとんど権限のない幹事長に棚上げする戦略だという。


 内紛がはじまったら政権は長くない。人事に手をつけたら、安倍政権は大混乱するはずだ。

 ところが、その舌の根も乾かない今月12日、経営委員会で美馬のゆり委員に発言の収拾策について問われ、「会見録を通読して欲しい」と返答。美馬委員がすでに読んだと答えると、「それでもなおかつ私は大変な失言をしたのでしょうか」と開き直ったのだ。本当はまったく反省していなかった。

 明大講師の関修氏(心理学)によれば、籾井会長は「自己愛型コンプレックス人間」に該当するという。籾井氏は九大を卒業して三井物産に入社。東大出身者らの中で学歴コンプレックスを感じたといわれる。社長レースに敗れたことでも劣等感を味わったようだ。


「一連の籾井氏の発言を見て、この人は権力に固執しているだけなのだと思いました。NHKに対する愛情はほとんどありません。自己愛とコンプレックスが強いから自分を正当化しようとして、つい反論してしまうのです。自分が間違ったことをしたと認めたくない。予算委員会でニヤニヤして答弁したのは権威を示すと同時に自分の中にある不安感を隠そうという心理の表れです。NHKの経営よりも権力欲と自己の正当化を優先する以上、今後も不謹慎な発言をすると考えられます」(関修氏)


 国会で「報酬を返上する気はないか」と問われても、絶対にクビを縦に振らない。25日の就任に際して理事らに辞表を預けるよう要求したことも分かっている。関係者は「もう局内に籾井氏の味方はいない。最近は事務方も国会答弁の準備に非協力的だ」という。


「籾井氏のような人は周囲が“辞めろ”と大合唱するほど地位にしがみつきます。辞めるとしたら、安倍首相が頭を下げたとき。すでに首相に“もっと楽に威張れる仕事を紹介して”と頼んでるんじゃないでしょうか」(関修氏)

バフェット氏、シンプルで低コストの分散投資奨励=株主宛て書簡 | Reuters

バフェット氏は1986年にネブラスカ州オマハ北部に購入した農場に言及。土地の価値を憶測したり売却益を狙ったりするのではなく、その土地で生産コストに対しどの程度のトウモロコシや大豆が収穫できるかを踏まえて購入したと説明した。


「購入から28年経った今、農場の利益は3倍となり、支払った価格の5倍以上の価値を有している」と述べた。


「周りの雑音に耳を貸さず、コストを最低限に抑え、農場に投資するように株に投資する」ことを推奨した。


また、長期投資を選好するバフェット氏は、投資家は日ごとの価格変動に惑わされることなく、より大きな利益を得ることを目的にすべきとの考えを示した。


「素人の投資家は勝ち銘柄を選ぶのではなく、全体で良い結果を生むような幅広い業種(の株式を)を保有すべきだ」と強調した。

バークシャー・ハサウェイの会長であるバフェット氏は投資家向けの年次書簡で、株式投資では不動産を購入する時と同じように、短期的な価格の変動ではなく長期的な収益の可能性に注目するべきだと説いた。書簡の抜粋が24日、フォーチュン誌のウェブサイトに掲載された。


バフェット氏は「農場や集合住宅だったら何十年でもじっと保有していられるのに、大量の株価情報を見せられると大慌てするのはよくあることだ。流動性は文句のつけようのない恩恵であるのに、こういう人々にとっては呪いへと変身してしまう」と記述している。


バフェット氏は1986年から保有しているバークシャーを、バイ・アンド・ホールドの長期投資アプローチによって2800億ドル(約28兆7000億円)規模の企業に育て上げた。コカ・コーラアメリカン・エキスプレス、ウェルズ・ファーゴ筆頭株主となっている。


バフェット氏によれば、個人投資家は自分のように銘柄を選ぶのではなく、S&P500種株価指数構成銘柄全てを含むファンドを買う方が良いかもしれない。「素人は値上がり銘柄を選ぼうとするべきではない。何も知らなくても投資先を分散しコストを最小限に抑えればほぼ確実に満足できる結果が得られる」という。

It is fitting to have a Ben Graham quote open this essay because I owe so much of what I know about investing to him. I will talk more about Ben a bit later, and I will even sooner talk about common stocks. But let me first tell you about two small nonstock investments that I made long ago. Though neither changed my net worth by much, they are instructive.

You don't need to be an expert in order to achieve satisfactory investment returns. But if you aren't, you must recognize your limitations and follow a course certain to work reasonably well. Keep things simple and don't swing for the fences. When promised quick profits, respond with a quick "no."


Focus on the future productivity of the asset you are considering. If you don't feel comfortable making a rough estimate of the asset's future earnings, just forget it and move on. No one has the ability to evaluate every investment possibility. But omniscience isn't necessary; you only need to understand the actions you undertake.


If you instead focus on the prospective price change of a contemplated purchase, you are speculating. There is nothing improper about that. I know, however, that I am unable to speculate successfully, and I am skeptical of those who claim sustained success at doing so. Half of all coin-flippers will win their first toss; none of those winners has an expectation of profit if he continues to play the game. And the fact that a given asset has appreciated in the recent past is never a reason to buy it.


With my two small investments, I thought only of what the properties would produce and cared not at all about their daily valuations. Games are won by players who focus on the playing field -- not by those whose eyes are glued to the scoreboard. If you can enjoy Saturdays and Sundays without looking at stock prices, give it a try on weekdays.


Forming macro opinions or listening to the macro or market predictions of others is a waste of time. Indeed, it is dangerous because it may blur your vision of the facts that are truly important. (When I hear TV commentators glibly opine on what the market will do next, I am reminded of Mickey Mantle's scathing comment: "You don't know how easy this game is until you get into that broadcasting booth.")

And now back to Ben Graham. I learned most of the thoughts in this investment discussion from Ben's book The Intelligent Investor, which I bought in 1949. My financial life changed with that purchase.


Before reading Ben's book, I had wandered around the investing landscape, devouring everything written on the subject. Much of what I read fascinated me: I tried my hand at charting and at using market indicia to predict stock movements. I sat in brokerage offices watching the tape roll by, and I listened to commentators. All of this was fun, but I couldn't shake the feeling that I wasn't getting anywhere.


In contrast, Ben's ideas were explained logically in elegant, easy-to-understand prose (without Greek letters or complicated formulas). For me, the key points were laid out in what later editions labeled Chapters 8 and 20. These points guide my investing decisions today.


A couple of interesting sidelights about the book: Later editions included a postscript describing an unnamed investment that was a bonanza for Ben. Ben made the purchase in 1948 when he was writing the first edition and -- brace yourself -- the mystery company was Geico. If Ben had not recognized the special qualities of Geico when it was still in its infancy, my future and Berkshire's would have been far different.


The 1949 edition of the book also recommended a railroad stock that was then selling for $17 and earning about $10 per share. (One of the reasons I admired Ben was that he had the guts to use current examples, leaving himself open to sneers if he stumbled.) In part, that low valuation resulted from an accounting rule of the time that required the railroad to exclude from its reported earnings the substantial retained earnings of affiliates.


The recommended stock was Northern Pacific, and its most important affiliate was Chicago, Burlington & Quincy. These railroads are now important parts of BNSF (Burlington Northern Santa Fe), which is today fully owned by Berkshire. When I read the book, Northern Pacific had a market value of about $40 million. Now its successor (having added a great many properties, to be sure) earns that amount every four days.


I can't remember what I paid for that first copy of The Intelligent Investor. Whatever the cost, it would underscore the truth of Ben's adage: Price is what you pay; value is what you get. Of all the investments I ever made, buying Ben's book was the best (except for my purchase of two marriage licenses).

TPP 大筋合意には至らず NHKニュース

今月22日からシンガポールで開かれていたTPP閣僚会合は、最終日の25日、すべての日程を終えて閉会し、交渉に参加する12か国の閣僚らは、日本時間の午後3時半すぎから記者会見し、4日間の協議の成果をまとめた共同声明を発表しました。
声明では、「いくつかの分野で課題は残っているが、包括的でバランスのとれた成果を挙げるため、課題を解決していく道筋を示した。引き続き、関税撤廃を含む市場アクセス全体で野心的な協定の締結に向けて協議していく」としています。
一方で、今後の交渉の進め方については、「できるだけ早く妥結を目指す」とするにとどめ、次回の閣僚会合の日程は盛り込まれませんでした。
今回の会合では、日本政府が目指した大筋合意には至らず、TPP交渉全体に影響を与える日本とアメリカの間の農産物を巡る協議で意見の隔たりが埋まらなかったことが一因になったものとみられます。

ロシアは五輪閉会式の終了とほぼ同時に、駐ウクライナ大使を召還したと発表。国営テレビも閉会式が終了する前に、ヤヌコビッチ氏に対する痛烈批判を開始した。司会者のドミトリー・キセリョフ氏は「取り返しのつかない事態になった」とし、「ウクライナは分裂の一歩手前だ。おそらく内戦への入り口を通過してしまった」と述べた。

1992年5月5日、クリミア半島は独立を宣言したが、のちにウクライナ内の自治区となることで同意、クリミア自治共和国が成立した。
