UN Security Council should give political impetus to Minsk agreements on Ukraine ― RT Op-Edge
The day after a ceasefire for eastern Ukraine was agreed in the Belarusian capital, the Russian delegation at the UN Security Council proposed a draft resolution in support of the Minsk agreements.
The draft was worded in a depoliticized and compact manner. Starting with a confirmation of Ukraine’s sovereignty and territorial integrity, it firmly states that there is no alternative to a peaceful political solution to the grave situation in the eastern regions of the country. Russia wants the Council to endorse the “package of measures for the implementation of the Minsk agreements” adopted by the Contact Group and to welcome the declaration made by the leaders of Russia, Ukraine, Germany and France in support of that package. Finally, the draft calls on all parties to fully implement the agreements, including a comprehensive ceasefire.
I immediately wrote to UK Foreign Secretary Philip Hammond calling on the UK Government to support the draft and to consider the possibility to co-sponsor it. Unfortunately, the reaction of our British partners has so far been ambiguous. Consultations on the draft in New York are continuing, with some members trying to supplement it with elements that go significantly beyond what was agreed in Minsk.
We do not share the argument that the Security Council should wait until the truce in eastern Ukraine proves to be holding. The Russian idea is to have an early resolution as a powerful political message to the parties to the conflict, precisely to help the ceasefire become sustainable. We hope this logic will be understood by our partners and a resolution will be adopted soon.
Russian draft resolution on Ukraine passed by UN Security Council ― RT News
The United Nations Security Council has voted unanimously to approve a Russia-drafted resolution to support the Minsk agreements, reached by the leaders of France, Germany, Russia and Ukraine last week.
ウクライナ東部を巡って、政府軍と親ロシア派は今月15日からの停戦に合意しましたが、交通の要衝デバリツェボの周辺では戦闘が続いていて、合意が破綻することが懸念されています。
こうしたなか、17日、国連安保理で緊急の会合が開かれ、ロシアが提出した、すべての当事者に停戦合意を完全に守るよう求める決議案の採決が行われ、全会一致で採択されました。
決議の採択を受け、ロシアのチュルキン国連大使は「停戦合意が守られることでウクライナは悲劇の歴史から抜け出すことができる」と述べて、決議の意義を強調しました。
しかし、アメリカのパワー国連大使は、決議を歓迎しながらも、これまで停戦に向けた動きをなし崩しにしてきたのはロシア側だと指摘し、「停戦合意をねじ曲げて解釈することは許されず、ロシアは直ちに行動を起こさなければならない」とくぎを刺しました。
また、ウクライナのセルゲーエフ国連大使も「ロシアは和平を主張するが、それは紙の上だけで、実際の行動は全く違う」と非難しました。
これに対して、ロシア側は「合意を守ろうという呼びかけになぜ敵意で応じるのか」と反発し、双方の根深い不信感が改めて浮き彫りになりました。
アメリカのバイデン副大統領はウクライナのポロシェンコ大統領と電話で会談し、ウクライナ東部で停戦合意が発効したあとも一部で激しい戦闘が続いていることについて、ロシア軍と連携している親ロシア派が合意に違反しているとして強く非難しました。
ホワイトハウスによりますと、17日に行われた電話会談で、バイデン副大統領は、ウクライナ東部の交通の要衝デバリツェボ周辺で続いている戦闘について、「ロシア軍と連携した親ロシア派が停戦合意に違反している」として強く非難しました。
そして、両者は、OSCE=ヨーロッパ安全保障協力機構の停戦監視団が合意が守られていないことを確認したとしたうえで、バイデン副大統領は、ロシアと親ロシア派が停戦監視団のデバリツェボ入りを妨害して攻撃を続けていると強く非難したということです。
そのうえで、停戦合意の違反を続けるなら、「ロシアの払うコストはさらに高まる」として、制裁強化も辞さないことで一致したとしています。
