シリアでは、ロシア軍が先月３０日から過激派組織ＩＳ＝イスラミックステートの壊滅のためとして、空爆などの攻撃を続けています。
これについて国際的な人権団体「ヒューマン・ライツ・ウォッチ」は１０日、今月４日に北部のアレッポ周辺で行われた空爆でクラスター爆弾が使われたとする報告書を発表しました。それによりますと、アレッポ近くの村ではパラシュートで落下するロシア製のクラスター爆弾の一部が見つかっており、ロシア軍が使用したか、ロシア軍の提供を受けてシリア軍が使用したと指摘し批判しています。
クラスター爆弾は多数の小型爆弾が広い範囲に飛び散り、不発弾として残って市民生活に長期的に被害を与えることから、使用を禁止する国際的な条約が５年前に発効しています。しかし、ロシアとシリアはこの条約に加盟しておらず、「ヒューマン・ライツ・ウォッチ」は「ロシアとシリアはクラスター爆弾の使用をやめ、直ちに条約に加盟するべきだ」と求めています。
シリアではこれまでも、アサド政権のシリア軍が使用したクラスター爆弾で多くの市民が犠牲になっていると指摘されています。

Last Monday, French foreign minister Laurent Fabius took a surprising stance in favor of Russian air strikes in Syria. During an interview with French radio station Europe1 Fabius stated that these aerial attacks must be flown not just against ISIS but against all other groups which can be classified as terroristic. Russia’s news agency TASS also cited this interview.
The interesting aspect of this interview is the correction of a former announcement of French president Hollande on last Friday arguing Russia is just allowed to hit ISIS – and nobody else.
This is bad news for NATO. Since the launch of Russia’s air strikes NATO and U.S.-Neocons are keen to escalate the situation accusing the Russians of attacking other terrorist groups beyond IS. But this is exactly the task of the Russians, Fabius declared during his interview.
Fabius explained further that president Hollande shares of course the same view but had been in a hurry during his last interview and probably was not precise enough. It is very embarrassing for the U.S. and Turkey that Fabius explicitly defined Jabhat al-Nusra Front as potential target. Al Nusra Front– a Syrian Al-Qaida branch is financed and equipped by the U.S. and Turkey.
A permanent information exchange concerning the progress of the raids has been established. Israel is being informed as well and cooperates with the Russians on an informal basis.

Putin and Saudi defense minister meet in Russia, agree on common goals in Syria — RT News
Russian President Vladimir Putin and Saudi Arabia’s defense minister have agreed that Moscow and Riyadh should pursue common goals in Syria, including national reconciliation and combating terrorists, Russian FM Sergey Lavrov said.
Putin met with Sheikh Mohammed bin Salman for talks on the sidelines of a Formula 1 race in Sochi on Sunday. The meeting was also attended by the foreign ministers of both states.
“The sides confirmed that Saudi Arabia and Russia have similar goals concerning Syria,” said Russian FM Sergey Lavrov following the talks. “First of all, they are to prevent a terrorist caliphate from getting the upper hand in Syria.”
The second goal that we share with Riyadh is “ensuring the triumph of national reconciliation in Syria so that all Syrians, regardless of their nationality or religion, will feel masters of their land,” he said.
Saudi Arabia’s FM, Adel al-Jubeir, expressed Riyadh’s concerns about the targets of Russia’s military operations in Syria. In turn, Putin said Moscow understands the Saudi’s concern and expressed readiness to cooperate and share intelligence, according to Lavrov.
“On our part, we expressed readiness, which was met with a positive response from the successor to the Crown Prince, to begin close cooperation between our militaries, and security services in order to eliminate any doubts that the targets of the Russian Air Force are ISIS militants, al-Nusra Front, and other terrorist organizations,” he said.
During the talks, Saudi Arabia expressed readiness to intensify its efforts to cooperate with Russia with regard to anti-terrorist operations, al-Jubeir said.
Though sharing views on reaching a speedy political resolution in Syria, Russia and Saudi Arabia have different stances with regard to President Bashar Assad’s future as president. Russia has reiterated that Assad should remain in power, Lavrov said, adding that this does not prevent launching a process for resolving political differences. Riyadh believes that Assad must step down for there to be a political transition in Syria, al-Jubeir said.
Lavrov said that Russia calls on “all external players who can influence political processes in Syria to promote the soonest launch of a nationwide dialogue in Syria.”
He added that, after the talks between the two sides in Sochi, “we have a much clearer vision of how to move along the path of political settlement.”
Moscow and Riyadh also confirmed that there were a number of opportunities for bilateral cooperation in different areas, including the military-technical sphere, Lavrov said. “The parties stated the existence of very good opportunities in various fields, including economic investment, and military-technical cooperation. Corresponding plans will be implemented.”

この作戦は、アメリカが軍事顧問を派遣している合同作戦司令部と協力して実施されたとしていますが、アメリカ政府はこれまでのところ公式な反応を出していません。
この作戦について、ロイター通信は、病院関係者や地元の住民の話として、死亡した人物の中に、バグダディ容疑者は含まれていなかったと伝えています。
ＩＳは、イラクや隣国シリアで、バグダディ容疑者を指導者として、依然、勢力を維持していて、今回の作戦で、バグダディ容疑者が死亡または、けがをした場合、求心力が低下してＩＳにとって大きな打撃になるとみられています。

ISの過去を振り返ると、2004年にAQI（イラクのアル・カイダ）が組織され、06年にはAQIが中心になってISIが編成され、今ではISなどと呼ばれている。2011年にリビアのムアンマル・アル・カダフィ体制が倒された際、NATOがアル・カイダ系のLIFGと手を組んでいたことが知られ、新たな「タグ」をつける必要に迫られる。
そうした状況下にあった2012年8月、アメリカ軍の情報機関DIAは反シリア政府軍について報告している。当時の局長はマイケル・フリン中将。それによると、反政府軍の主力はサラフ主義者、ムスリム同胞団、そしてアル・カイダ系武装集団のAQIで、西側、ペルシャ湾岸諸国、そしてトルコの支援を受けているとしている。アル・ヌスラはAQIがシリアで活動するときに使う名称だとも説明している。ISIやISも新たなタグにすぎず、実態はAQIだということだろう。
アメリカ政府などの西側諸国、ペルシャ湾岸諸国、そしてトルコが支援しているこうした武装集団は東部地区やトルコとの国境沿いに勢力圏を広げ、その武装集団の実態からその地域はサラフ主義者に支配されるようになるとDIAは見通し、またシリア政府軍からの攻撃を避けるため、拠点をイラクに築き、そこで新たな戦闘員を集めて訓練するとも予想していた。バラク・オバマ政権は何が起こるかを理解した上で反シリア政府軍を支援したわけである。
現在、中東はふたつの勢力が対立する構図が生まれようとしている。これまでアメリカ／イスラエル／ペルシャ湾岸産油国／トルコ／ISが破壊と殺戮を繰り返してきたが、それにロシア／中国／シリア／イラン／イラクが対抗しようとしているわけだ。
シリア、イラン、イラクは1991年にネオコンのポール・ウォルフォウィッツ国防次官（当時）が殲滅すると口にしていた国。その3カ国を潰しきれなかっただけでなく、結束を強めることになった。
1992年初めにウォルフォウィッツをはじめとするメンバーが国防総省で作成したDPGの草案、いわゆる「ウォルフォウィッツ・ドクトリン」では、旧ソ連圏、西ヨーロッパ、東アジアなどの潜在的なライバルを潰し、ライバルを生む出すのに十分な資源を抱える西南アジアを支配すとしていた。
旧ソ連圏はユーゴスラビアからはじまり、現在はウクライナ。西南アジアは戦乱で破壊と殺戮が繰り広げられている。東アジアでも軍事的な緊張が高まり、安倍晋三政権は日本をアメリカの戦争マシーンへ組み込んだ。残るは西ヨーロッパだが、アメリカの好戦派は「難民」を利用して自分たちが訓練した戦闘員を送り込み、「カラー革命」を行うと考えている人もいる。「冷戦」時代にはNATOの秘密部隊（イタリアのグラディオが有名）が破壊工作を実行、社会不安を煽って左翼陣営を攻撃、治安体制を強化した。EUがアメリカ離れを起こしつつある現在、それ以上のことを実行する可能性があるということだ。
Using ground troops in Syria is out of the question, the Russian president said in an interview with Rossiya 1 TV. Russia’s air operation has been thoroughly prepared and is aimed merely at aiding the Syrian Army’s offensive, he said.
“Whatever happens, we’re not going to do this [ground operation] and our Syrian friends are well aware of it,” President Vladimir Putin said in an interview with Russian TV anchor Vladimir Solovyov.
The primary task of the Russian operation in Syria is “stabilizing the legitimate authority in this country and creating conditions to look for political compromise,” President Putin said.
The Russian leader specifically stressed that Moscow had notified the Western coalition when it began the operation in Syria.
“We advised beforehand our American partners and many other partners, particularly those in the [Syrian] region, about our intentions and our plans,” Putin said, specifically stressing that “never ever Russia was warned about similar operations being planned or launched.”
“Yet we did so. With good will, on considerations of practicability and to show our openness for cooperative work,” Putin said.
“I want to stress once again that we are acting in full compliance with international law, and at the request of the official authorities of Syria,” he added.
Moscow does not lose hope that other countries will join the Russian operation in Syria, Putin said, pointing out that at the moment Russia began its operation against Islamic State there were 11 countries already staging airstrikes on Syrian territory.
The Russian operation in Syria was not spontaneous and was preceded by detailed satellite and airborne surveillance, Putin said, noting that experts from the Russian Joint Staff in coordination with their Syrian partners and other countries in the region had created an information center in Baghdad to exchange reconnaissance data.
“Therefore, whatever happens in the air and on the ground is not a spontaneous action, but the realization of prescheduled plans,” President Putin said.
The chances to reach a domestic political compromise in Syria will be higher if the Syrian Army proves its combativity, he said.
“If the Syrian Army proves its viability and readiness to fight terrorism, than the probability of reaching a political compromise will be much higher,” Putin said, confirming that a Russian military operation in Syria would is be limited to the offensive operation of the Syrian Army.
Commenting on the cruise missile strike conducted by the Russian Navy from the Caspian Sea against Islamic State positions in Syria being a surprise for US intelligence, Vladimir Putin said it’ wasn’t the time to throw brickbats at the American intelligence community.
“American intelligence is one of the most powerful in the world, yet it does not know everything – and should not for that matter,” Putin said. The Russian president also said he’s perplexed as to why the US refused to share with Russia intelligence on the whereabouts of Islamic State’s installations.
Russian military experts have already appealed to the Pentagon with proposals regarding the fight against terrorists in Syria, President Putin said.
"Some of Russia’s missile strike systems are outdated so extensive rearmament with high-tech precision weapons is on its way,” Vladimir Putin said, stressing that, if threatened, Russia would make use of its most sophisticated weapons to maintain national security.
However, he also added that “Russian foreign policy is truly peaceful, without any exaggeration.”
“If you take a look at the political world map and see what Russia is, it becomes evident that we don’t need neither foreign territories, nor natural resources. We’ve got everything in abundance. We’re a self-sufficient country,” President Putin told the TV anchor, adding that Russia seeks neither to wage war nor conflict in any country.
Russia has no intention of creating an empire or reconstructing of the Soviet Union, yet “we must defend our independence and sovereignty,” Putin stressed. “We’ve done it before, we are going to do it in future.”
