ハガーティー氏は５７歳。トランプ大統領に近く、政権移行チームで閣僚や政権幹部の人事を担当する責任者を務めていました。またブッシュ政権のもと１９９１年からホワイトハウスのスタッフを務め、通商政策などを担当したほか、２０１２年の大統領選挙では共和党の候補者だったロムニー氏の陣営に加わり共和党のいわゆる主流派にも人脈があるとされています。
さらに、民間のコンサルティング会社に勤務していた当時、東京におよそ３年間滞在した経験があります。


トランプ大統領は、ＴＰＰ＝環太平洋パートナーシップ協定に代わる２国間の貿易協定の締結を目指していて、大統領選挙中、駐日大使について「通商政策で大きな役割を担う」と指摘し、交渉ができる実業家を起用すべきだという考えを示していました。


このためハガーティー氏は、トランプ大統領が掲げるアメリカ第一主義のもと通商政策などで日本政府との実質的な交渉役を担うことも予想されます。ハガーティー氏がアメリカ議会上院の承認を得て駐日大使に就任すれば、オバマ前政権の２期目に起用されたケネディ氏の後任となります。
