米 原油の輸出 ４０年ぶり解禁へ　NHKニュース

アメリカでは石油危機をきっかけに、１９７５年からアメリカ国内で生産される原油の輸出が原則禁止され、４０年間規制が続いてきました。
しかし、シェールオイルの生産急増を受けて、アメリカの石油業界や、野党・共和党内には数年前から原油の輸出解禁を目指す動きが強まっていて、２０１６年度予算の具体的な使いみちを定める歳出法案に、原油の輸出を解禁する措置を盛り込みました。
与党・民主党は、輸出を認めればアメリカ国内のガソリン価格が値上がりするうえ、地球温暖化対策を妨げることにもなるなどとして当初は慎重な立場でしたが、民主党が求める太陽光発電の普及を後押しする減税措置を盛り込むことで、与野党双方が折り合いました。
そして１８日、議会の上下両院それぞれでの採決の結果、賛成多数で歳出法案が可決され、４０年間規制されてきた輸出が解禁されることになりました。
アメリカのエネルギー省の統計では、アメリカは２０１３年からサウジアラビアを抜いて世界最大の産油国になっていて、輸出が本格的に始まれば原油価格をさらに下押しする可能性があります。
一方、日本など原油の輸入国は調達先の選択肢が増え、エネルギー供給の安定につながると前向きに受け止めています。
