現地報道によると、デモ隊側が治安部隊への抵抗をやめれば、これまで拘束したデモ参加者を釈放することで合意したが、同国中部にある首都キエフの暴動はなお西部に拡大。東部では逆に大統領を支持する動きが活発化している。

交渉後、デモ隊と治安部隊のにらみ合いが続くキエフ中心部に現れた第２野党「ウダル」のクリチコ党首は「これ以上の流血沙汰を避けるため、われわれは大統領側と話し合わなければならない」とデモ参加者に“休戦”を呼びかけた。

政権側は２８日から特別議会を開くことを決定し、前倒し大統領選など野党勢力の要求を再度、議論する妥協策を提示。しかし、外交筋は「独裁色を強めるヤヌコビッチ氏の時間稼ぎに過ぎない」と指摘する。

欧州統合支持派が多数派を占める西部では反政権運動が激化。２３日、リビウの一部のデモ隊が州知事の辞任を求めて州庁舎に突入。２４日も州庁舎の封鎖を続けた。また、西部の他の都市でも、行政機関の庁舎がデモ隊に占拠された。

　大統領の支持基盤で、ロシアとの関係を重視する東部ドネツクでは市議会が大統領に、過激派への厳格な手段の適用を促す声明を出した。一方、ロシア系住民が多数派をしめる南部シンフェロポリでは反政権過激派の行動を阻止するための市民組織が結成された。

Ukrainian President Viktor Yanukovich, in what appeared to be an offer of concessions to the opposition amid violent protests against his rule, pledged on Friday to reshuffle the government next week and to amend sweeping anti-protest laws.

Yanukovich, who hails from the mainly Russian-speaking east of Ukraine, said key decisions would be made at a special session of parliament scheduled to take place next Tuesday.

"I as president will sign a decree and we will reshuffle the government in order to find the best possible professional government team," he said in comments carried on his website.
