アメリカのバイデン大統領は1日、日本時間の2日午前11時すぎから連邦議会で今後1年の施政方針を示す一般教書演説を行いました。
この中でバイデン大統領は、ロシアによるウクライナへの軍事侵攻について「独裁者が侵略行為への代償を払わなければ彼らはさらなる混乱を引き起こすという教訓を歴史を通じてわれわれは学んできた。アメリカや世界への脅威は増大し続ける」と述べて、ロシアに強い態度で臨む必要があると訴えました。
そして「プーチン大統領が始めた戦争は事前に計画された理不尽なものだ。プーチン大統領は世界からかつてなく孤立している」と述べ強く非難しました。
続いて「この時代の歴史を振り返る時、ウクライナに対するプーチン大統領の戦争はロシアを弱体化させ、世界を強くしたと評価されるだろう」と述べました。
そのうえでロシアや中国を念頭に世界の現状を「民主主義と専制主義の闘い」と位置づけているバイデン大統領は「民主主義と専制主義の闘いで民主主義国家は今まさに立ち上がりつつあり、世界は明らかに平和と安全の側を選んでいる。プーチン大統領は自由主義社会の決意を弱めることは決してできない」と述べ、力による現状変更を試み、国際秩序を根幹から揺るがそうとするロシアの行為は許すべきではないと強調しました。
一般教書演説には毎回ゲストが招かれ、大統領夫人とともに傍聴席で演説を聴くのが恒例となっていて、ことしはロシアによるウクライナへの軍事攻撃が続く中、アメリカに駐在するウクライナのマルカロワ大使が招かれました。
またウクライナへの支持を示そうと議場ではウクライナの国旗を手にしたり、国旗の色である青と黄色の服を着たりした議員の姿も多く見られました。
