ウクライナ東部の親ロシア派組織「ルガンスク人民共和国」が支配する地域で、２３日、政府軍と親ロシア派の停戦監視にあたっているＯＳＣＥの監視団の乗った車の近くで爆発が起きました。
ウクライナ内務省は、当初、この爆発でイギリス人が死亡したと発表しましたが、ＯＳＣＥは、亡くなったのはアメリカ人で、ドイツ人とチェコ人の２人がけがをしたことを明らかにしました。
ＯＳＣＥの監視団は、２台の車に分乗して親ロシア派が政府軍と対じする地域をパトロールしていましたが、このうちの１台の車の近くで道路わきに置かれていた地雷が爆発したということです。
親ロシア派は、ウクライナ政府側による破壊工作だと非難するとともに、ＯＳＣＥの監視団が事前に合意したルートに従わず勝手に移動したと主張しています。
これに対して、ＯＳＣＥは、自由に監視を行うメンバーの安全が守られなかったとして、徹底的に調査を行う姿勢を示しています。
今回の爆発を受けて、ウクライナのポロシェンコ大統領はアメリカのティラーソン国務長官と電話で会談し、東部への平和維持部隊の導入を検討するよう求めたということで、停戦監視の在り方をめぐって、欧米と、親ロシア派の後ろ盾となっているロシアの対立の新たな火種となる可能性もあります。
