アメリカでは先月、南部ジョージア州で銃撃によって8人が死亡したほか、西部コロラド州でも10人が死亡するなど、多数の市民が犠牲になる銃の乱射事件が相次いでいます。
こうした事態を受けて、バイデン大統領は7日、ホワイトハウスで演説を行い、「銃による暴力がまん延している。これを終わらせなければならない。国際的な恥だ」と述べ、銃の取り締まりを強化するよう関係機関に指示したと発表しました。
具体的には、個人が銃の部品を購入して組み立てる「ゴースト銃」と呼ばれる銃について、拡散を止める仕組みを検討するとしています。
こうした銃は、部品として購入するため本人確認などの手続きが必要なく、固有の製造番号もないため捜査当局による追跡が難しく、規制強化を求める声が上がっています。
このほか、特定の人物の銃の所持を一時的に禁じる命令を、家族や警察が裁判所に求めることができる制度について、導入に向けた整備を行うなどとしています。
銃規制をさらに強化するには法制化が必要ですが、銃規制に批判的な野党・共和党の反対が予想され、演説でバイデン大統領は、議会に対しても行動を起こすよう求めました。
