カストロ前国家評議会議長の死去を受けて、オバマ大統領は26日声明を発表し、哀悼の意を示したうえで、「キューバの国と国民の針路を変えたカストロ氏の死去は、さまざまな思いで受け止められているはずだ。国民に及ぼしたとてつもない影響は歴史が評価するだろう」としています。そのうえで「アメリカとキューバは60年近く対立してきたが、私の政権は両国が協力できる未来に向けて取り組んできた。キューバの人たちは、アメリカに友人がいることを知ってほしい」として、去年7月の両国の国交正常化を受け、関係改善の流れが続くことに期待を示しました。
一方、トランプ次期大統領も声明を発表し、「60年近くにわたって自国民を迫害した残虐な独裁者が死去した。彼がもたらした悲劇は決して消えないが、トランプ政権はキューバの人たちが自由を得られるよう全力をあげる」としています。
トランプ氏は選挙戦序盤ではキューバとの国交回復を評価する姿勢を示していましたが、その後は批判的な発言に転じていて、オバマ政権が進めてきた両国の関係改善の流れに今後どのような影響が出るのか、注目されます。

トランプ氏関係者によると、同草案は、新基地建設計画を支持するワシントンの保守系シンクタンク「ヘリテージ財団」の提言を元に、マイケル・フリン次期国家安全保障担当大統領補佐官がまとめたという。
陸軍出身で前国防情報局長のフリン氏は、選挙戦はトランプ氏の外交顧問として軍事政策面における中枢的役割を担った人物。10月には訪日し、日本の政府関係者と面会したほか、自民党本部で講演も行った。
マイク・ペンス次期副大統領の関係者によると、米海兵隊の増強を主張したのは海兵隊員を息子に持つペンス氏で、国防長官に有力視されているジェームズ・マティス元中央軍司令官を候補に推したのも同氏という。
ペンス氏関係者は本紙に対し、「米側には、日本の支出で建設される新基地建設計画に異論はなく、見直しの必要性などを問う声は上がっていない」と説明した。
トランプ氏は、米議会が2011年に定めた国防支出の上限を引き上げることで軍備増強が可能になると主張している。
米議会がトランプ氏の強制削減撤回要請を受け入れるかどうかは未知数だが、新基地建設計画については米議会はすでに容認していることから、現時点での見直しの可能性は低いといえる。
新基地建設反対を掲げる翁長雄志知事はトランプ氏との会談希望を表明しているが、トランプ氏就任後はすでに正式決定した外交・軍事政策のもとに新政権始動となるため、方向転換は難しいとみられる。新基地建設計画を白紙化するには、現時点で意思決定権を持つ新政権中枢にアプローチできるかどうかが鍵となる。
