中東地域への自衛隊派遣に向けて、政府は、護衛艦１隻と哨戒機を派遣することなどを盛り込んだ閣議決定の案をまとめ、20日行われる安倍総理大臣とイランのロウハニ大統領との首脳会談を踏まえ、来週にも閣議決定する方針です。

活動期間中、日本籍の船が攻撃を受けるなど、不測の事態が起きた場合は、海上警備行動の発令を検討していますが、外国籍の船の場合は、日本人が乗船していたり、日本の会社が運航していたりしても、国際法上、武器を使用した実力行使は難しいと判断しているということです。

国際法では、船舶の保護は船籍を登録している政府が行う原則があることや、攻撃を誰が行っているのか、その段階で判断することが難しいためだとしています。

一方で、日本に関係する船舶の安全確保は船籍にかかわらず重要だとしていて、政府は、状況に応じて、攻撃を行っている船舶に無線や拡声機での警告や進路妨害などの措置を取ることを検討しています。

Japan is considering authorizing the Self-Defense Forces to take safety measures for foreign-registered ships with Japanese nationals on board if they come under attack in the Middle East.

Prime Minister Shinzo Abe's Cabinet is expected to approve a plan as early as next week to send a destroyer and a patrol plane to the region. It is aimed at helping ensure the safe navigation of commercial ships.

Abe is scheduled to hold talks with Iranian President Hassan Rouhani on Friday. The Cabinet hopes to approve the plan after Abe briefs Rouhani on the mission's objective.

The government is considering the option of issuing an order for the dispatched SDF personnel to engage in maritime policing activities if emergencies occur, such as a Japanese-registered ship coming under attack.

But government officials have judged that, under international law, it would be difficult to use weapons to protect a foreign-registered ship even if it carries Japanese nationals or is operated by a Japanese company.

In such a case, the government is considering protection measures such as warning attacking vessels by radio or loudspeakers and obstructing their navigation course.

The officials said, under international law, a vessel must be protected in principle by the government of the country with which it is registered.

シリア北西部にある反政府勢力の最後の拠点イドリブ県で17日、アサド政権側の軍がロシア軍とともに複数の町や村に激しい空爆や砲撃を加え、現地の情報を集めている「シリア人権監視団」によりますと、これまでに女性や子どもを含む市民20人が死亡したということです。

この攻撃では、ドラム缶などの容器に大量の爆薬と金属片を詰めて投下する「たる爆弾」も使われたということです。

たる爆弾は金属片が広範囲に飛び散り、無差別に被害を及ぼすとして国連などが使用を強く非難しています。

反政府勢力が拠点とするイドリブ県やその周辺地域をめぐっては、去年10月、アサド政権の後ろ盾のロシアと反政府勢力を支援するトルコが非武装地帯を設けましたが、停戦は事実上崩壊し、ことし４月末以降激しい空爆が続いています。

学校や市場、医療施設などへの攻撃も繰り返され、この７か月余りの間に命を落とした市民は1294人に達しているということで、市民の犠牲に歯止めがかからない状況が続いています。
