この大規模なインフラ投資計画は道路、橋、電力、通信などの整備のほか、電気自動車の充電設備の拡充も含まれていて、国費の投入によって新たな雇用を創出することを目的としています。
バイデン大統領がことし3月に提案した段階では、総額240兆円規模の計画でしたが、財政規律を重視する野党・共和党が反対し、協議は難航しました。
議会上院の超党派のグループが調整した結果、28日、総額110兆円規模に縮小した今回の修正案がまとまり、共和党の一部の議員も支持に回ったことから、ようやく採決に向けた法案審議が始まることになりました。
与党・民主党は、議会が夏の休会に入る前の、来月上旬までの法案可決を目指すことにしています。
ただ、民主党内からは育児や教育の支援を含めたより大規模な経済対策もあわせて成立させるべきだとする意見も出ていて、審議はさらなる曲折も予想されます。
