これで分かるのが、「１月は表エース」「１２月は裏エース」という傾向。１３年の１２月のようにアナウンサー全員が載っている例外もあるが、田中は自他ともに認めるＴＢＳのエースアナ。その後継者である来年の１２月に抜擢された古谷は次代のＴＢＳを担う人物ということだろう。現在、レギュラー番組こそ「ＮＥＷＳ２３」だけだが、カレンダーからは局側の期待の大きさが読み取れる。

小笠原諸島の父島の西およそ１３０キロにある西之島は、去年１１月に南東側の海底で噴火活動が始まって新しくできた陸地が元の島と陸続きになり、その後も拡大が続いています。
２６日、海上保安庁が航空機で観測したところ、３か所の火口から噴煙が上がり、このうち１か所からは溶岩や噴石が数分に１回程度噴き上がり、活発な活動が続いていることが確認されました。
また、島の東側の波打ち際では流れ出た溶岩が海水と接触し、白い蒸気が上がっていて、現在も島が拡大していることが分かりました。島の大きさは東西に１５５０メートル、南北に１３５０メートル、面積は東京ドームのおよそ３０倍の１．３９平方キロと噴火前の島のおよそ７倍に広がっていました。また、火口の中では溶岩が固まって盛り上がっていることも確認されたということです。
海上保安庁の矢島広樹火山調査官は「依然、活発な噴火活動が続いている。火口の固まった溶岩が火口を塞ぐと爆発的な噴火が起こるおそれもあり、今後の活動に十分注意する必要がある」と話しています。

大学教員がこんなことを言うと、「何を戯けたことを」と言われてしまうが、大学は、社会にとって試行錯誤の場で、その結果として、何か有用なものが生まれる可能性もあるが、「何か有用なもの」が外生的に存在しているわけではなく、内生的なものなのだと思う。

米国が「イスラム国」攻撃で各国に協力要請、多国籍軍編成も視野 | Reuters
米国務省のサキ報道官は会見で「われわれのパートナーと取り組んでおり、パートナーに対しどのような貢献が可能か聞いている。貢献には、人道面、軍事、情報収集、外交的といろいろな形がある」と述べた。
米国の呼びかけに何カ国が応えるかは不明。米国が信頼する同盟国の英国やフランスなどの国には、２００３年のイラク攻撃をめぐる苦い思いがある。この時は、イラクが大量破壊兵器を保有していると主張する米国に３８カ国が同調して大規模な多国籍軍が編成されたが、結局、大量破壊兵器は発見されなかった。
米政権幹部は、必要なら米国は単独で戦う可能性もあるとしている。
イラク政府は、米軍の空爆を歓迎しているが、シリアのアサド大統領は、許可なく攻撃すれば侵略行為とみなすと警告している。シリアへの空爆は、現在イラクで実施している作戦よりリスクが高い。
米国の同盟国のなかで、協力に慎重とみられる国の一つがフランス。フランスは昨年、シリアのアサド政権の化学兵器を使った攻撃を米国とともに激しく非難していた。しかし、その後オバマ大統領がシリアへの攻撃をしないと決定。フランスは「はしごを外された」格好となった。
仏外交関係高官は、米のシリア攻撃断念で「我が国は面目をつぶされた」とし「昨年のような事があっただけに、今回、米国が何か決定した場合、われわれは何らかの協力をする前に非常に強固な保証を必要とするだろう」と語った。
米政権幹部によると、オバマ政権は幅広い国に協力を呼びかけている。具体的には、トルコ、サウジアラビア、アラブ首長国連邦、カタール、ヨルダン、英国、フランス、オーストラリア、ドイツなど。多くは「イスラム国」の勢力を抑えたいと思いながら、軍事行動への参加に及び腰だという。

ガザの停戦続く、イスラエル首相の支持率急落 | Reuters
イスラエルとパレスチナ側が合意したパレスチナ自治区ガザでの停戦は２７日も維持された。ガザでは、住民が商店や銀行に足を運ぶなど、日常生活を取り戻す動きが出ている。イスラエルでも、ガザ地区からのロケット弾攻撃を知らせる警報は出なかった。
この日会見したイスラエルのネタニヤフ首相は、今回の軍事作戦によりイスラム原理主義組織ハマスにかつてない大打撃を与えたと主張、パレスチナ側が攻撃を再開すれば、これまで以上の報復攻撃に出ると述べた。
ただ、国内メディアでは、一連の軍事作戦で明確な成果が得られなかったとして首相を批判する論調が多く、チャンネル１０テレビの世論調査では、首相の支持率が今月初めの６９％から５５％に急落している。
ネタニヤフ首相は会見で「非現実的な目標は立てない。ポピュリズムにはくみしない」と述べた。

A group of 62 Ukrainian troops have crossed into Russia’s Rostov Region seeking shelter to save their lives amid an intensified counteroffensive recently launched by anti-Kiev militia in southeastern Ukraine.
“Today, 62 servicemen of the Ukrainian Armed Forces turned to Russian border guards asking to let them into the Russian territory near Russia’s settlement of Shramko, Matveyevo-Kurgansky district, with the aim to save their lives,” the spokesman for the FSB's border guard office in the Rostov Region, Nikolai Sinitsyn, told Itar-Tass news agency on Wednesday.

NATO chief Anders Fogh Rasmussen poses the greatest danger to international peace today, Daniel McAdams, the director of the Ron Paul Institute for Peace and Prosperity, told RIA Novosti.
"The greatest danger to world peace these days seems to be outgoing NATO secretary general," McAdams said.
"Rasmussen has repeatedly echoed each irresponsible and unproven claim made by the Kiev government about Russian actions and intentions in east Ukraine," McAdams added.

Russia’s Foreign Minister Sergey Lavrov said that the West started its “irrational attacks on Russia long before” this spring’s events in Ukraine, but insisted that Moscow is seeking to avoid “spiraling sanctions” with the EU and the US.
“We are not interested in confrontation, we are not interested in a sanctions spiral,” the minister said in a speech to an audience at the Lake Seliger youth camp in central Russia.
“I can only note that long before events in Ukraine the West’s attacks on Russia assumed an irrational form. It all started long before this spring.”
Lavrov accused Western political leaders of “stirring up” anti-Russian feelings among their electorates, saying that their attitudes towards Russia “require a reevaluation.”
“Political leaders in the West incite public opinion, and then claim it is the people who are forcing them to take anti-Russian measures.”
“I think the reason that Russia is under such heavy pressure is that, more than any other country, we are not afraid to talk about our interests and express our opinions. At the same time, we do not claim that they are the absolute truth, and we are open to listening to others. But we hope to get the same in return, and rely on our independence not being punished by others,” Lavrov said.
Lavrov said the United States and other Western countries were “going against the course of history” by attempting to “artificially” hold on to their influence.
“Some countries are trying to restrain the emergence of an egalitarian international arena. And if more unilateral sanctions are imposed on us to this end, we will take measures in response.”
He also claimed that the West's desire to maintain its status as the ultimate international arbiter was a "roadblock" to solving global problems, such as "terrorism, drug trafficking, spread of weapons of mass destruction, food shortages, epidemics, illegal migration and regional conflicts."
Lavrov, who has served as Russia’s foreign minister for a decade, said that the old “Cold War blocs” are no longer relevant in a “multipolar world,” and instead called for an emergence of “flexible and networked” alliances.
“We do not consider it a tragedy if some of our partners disagree with us on certain issues – as opposed to NATO, where any step out of line is punished immediately.”
When asked why Moscow hasn’t recognized the self-proclaimed Donetsk and Lugansk People’s Republics during the Q & A that followed the speech, Lavrov told his audience that Moscow was not interested in the breakup of Ukraine, but said that he hoped the anti-Kiev movements would secure greater rights for Russian-speaking minorities in the country.
“The gains that have been made by these republics should consolidate the region in their quest for what is most important – that they can continue living in these areas as did their ancestors, speaking Russian, teaching their children in Russian schools, and electing their own governors, as well as having the chance to retain some of the taxes they pay as a result of their economic activities.”
He also said that any settlement must be signed after a ceasefire, not “imposed” by Kiev “under the cover of bomb blasts.”
When questioned about the touted use of US-made fuel in the country’s four active Soviet-built nuclear power plants, Lavrov warned that the changeover would be “unsafe,” as the fuel rods are incompatible.
“Such experiments could end badly, particularly in Ukraine, where the memory of Chernobyl is still fresh,” Lavrov said.

Canada to Russia: ‘We will defend our sovereignty in the Arctic’ ― RT News
Canada is ready for a confrontation with Russia if it expands its ambitions in the Arctic region, Foreign Minister John Baird told a Danish newspaper. The oil-rich region is set to become a key political battleground in the coming decades.
“We are deeply concerned, and we are determined to promote and defend the sovereignty of Canada in the Arctic,” Baird said in an interview with the Danish publication Berlingske, published in the native language.
“[…] we want to protect and promote Canadian sovereignty in the Arctic. It's a strategic priority for us. With respect to the militarization, we'd prefer to de-escalate it, but Canadian sovereignty - it's very important that we protect and promote it.”

Russian foreign minister Sergey Lavrov attempted to dampen the escalating rhetoric around the Arctic, after his Canadian counterpart said his country was ready “to protect its sovereignty” in the resource-rich region.
"The Arctic shouldn’t be dragged into the rhetoric of militarization,” the Russian official said during a Q & A at the Seliger youth forum in central Russia.
“There are accusations flying about that we are trying to make a land-grab during a latter-day gold rush. This is nonsense. We don’t want the Arctic to become an arena of conflict.”
Lavrov’s answer was a response to comments attributed to Canada’s foreign minister John Baird, who told Denmark’s Berlingske newspaper earlier this week that Ottawa was “determined to promote and defend the sovereignty of Canada in the Arctic” in the face of the Russian threat, manifested in the reactivation of a Soviet-era base off its north-eastern coast, and fly-bys by Russian aircraft.

国際通貨基金（ＩＭＦ）のラガルド専務理事が、フランスの経済・財政相を務めた際、政治不正問題で過失があったとして、同国司法当局の正式捜査を受けている。
ラガルド氏は今週、参考人として４度目の事情聴取に応じており、当局の決定について争う考えを示した。
ラガルド氏はＢＦＭテレビで「今回の決定は完全に事実無根と考えており、あらゆる手段を使って対抗するよう弁護人に依頼した」と述べた。同氏は職務のため、ワシントンに戻るという。
フランス国内法の下では、不正行為の疑いがあると司法当局が認めた場合、正式捜査に着手する。だが、必ず裁判につながるとは限らない。
捜査は、サルコジ氏の支持者で事業家のベルナール・タピ氏が、当時の国営銀行クレディ・リヨネとの訴訟で調停の結果、４億０３００万ユーロ（５億３１００万ドル）を不適切な形で受け取ったとされる件に関連する。
当局は、タピ氏の政治的関係が、調停に委ねた政府決定にどう影響し、巨額の支払いを受けるに至ったのかについて解明を進めている。同氏は不正行為を否定している。
ラガルド専務理事は、フランスの財務相を務めていた２００８年、実業家の男性と旧国営銀行との間の訴訟に介入し、国が４億ユーロ（日本円で５４８億円余り）を支払う調停が成立するよう、便宜を図ったのではないかとの疑惑が持たれています。
ラガルド専務理事は２７日、地元メディアにフランスの司法当局「共和国法院」がこの疑惑に関連して、みずからに対する本格的な捜査を始める決定を下したことを明らかにしました。
捜査の容疑について、ラガルド専務理事は、調停の成立を防がなかった「職務怠慢の容疑だ」とみずから説明していますが、専務理事はこの容疑の基となった疑惑自体を否定していて、「共和国法院」による本格的な捜査開始についても不服申し立てをすることを明らかにしています。
ラガルド専務理事はワシントンにあるＩＭＦの本部で、理事会に対し、今回の決定について報告をする予定ですが、専務理事を辞任する考えはないとしています。

「的を絞った」政策で景気下支え継続＝中国 | Reuters
中国国務院（内閣に相当）は２７日、経済成長の維持に向け「的を絞った」政策を引き続き実施すると表明した。
李克強首相が議長を務める国務院の週例会議では、国営企業が独占する業種で、民間投資を組入れた投資プロジェクトを一段と促進する方針を示した。
国務院は声明で、「われわれは経済と社会の着実な発展に向け的を絞った管理を継続し、長期的手法を活用する」との方針を示した。
声明によると、政府は追加の支出を必要としている分野で複数のプロジェクトを立ち上げる計画で、大気・水質汚染の防止やクリーンエネルギーが含まれるという。
この他、公立の病院や介護施設、フィットネスセンターの建設も対象になる。
国務院は、政府の効率性改善に向け官僚主義を引き続き抑制するとした。

アングル：政策当局内に「輸出回復は困難」の声、企業増益に期待 | Reuters
政策当局の間で「想定外」の事態だった今年の輸出の伸び悩みに対し、増勢回復は簡単ではないとあきらめの声が広がっている。生産移転や価格維持戦略、それに人手不足が構造化しているためだ。それでも企業収益は、海外での増益で好調を維持しており、それが国内経済にプラスになるとして、悲観的な声は少ない。
ただし、国内への収益還元が増えるのか、それが国内賃金へ波及するのか、このシナリオの成否はまだ見えない。

岸田外務大臣は、今月上旬にミャンマーで開かれた国際会議に出席した際、アメリカのケリー国務長官と個別に会談したほか、韓国のユン・ビョンセ外相を交えた日米韓３か国の外相会談を行いました。政府関係者によりますと、これらの会談で、ケリー長官は拉致問題を巡る日朝協議に触れ、岸田大臣に対し、北朝鮮の核やミサイルの問題での日米韓３か国の連携を損なわないよう重ねて求めたほか、安倍総理大臣の北朝鮮訪問の可能性に懸念を示したということです。これに対し、岸田大臣は「現時点で全く予定はない」と答え、拉致、核、ミサイルの問題の包括的な解決を目指す日本の立場に変わりはないことを説明し、理解を求めました。
政府関係者は「会談では、日朝協議の進展が、北朝鮮を巡る日米韓の足並みの乱れにつながりかねないというアメリカ側の警戒感が改めて明らかになった」としていて、政府は、協議の透明性を確保するなどして、懸念を払拭したいとしています。

猪木氏、昨秋に３度目離婚 それでも「完全には壊れていない」 - ライブドアニュース
